1. Can an Officer record inside my home?

Yes. However, in locations where individuals have a reasonable expectation of privacy, such as a residence, individuals may request that an officer not record them. Officers will evaluate each situation and when an officer deems it appropriate, may honor the individual’s request.

3. Will Officers use BWCs to record casual conversations with community members?

Generally, no.  Our primary use of the cameras will be in situations when officers are responding to calls for service and during law enforcement-related activities, such as traffic stops, arrests, searches, interviews, and pursuits.

4. Why shouldn’t all video recorded by Police be available to the public?

Requests for video are subject to the Missouri Sunshine Law. Additionally, one of the most critical issues for people interacting with police is privacy. People often need to seek police assistance when they are going through difficult personal challenges. Certain groups of citizens have strong specific privacy protections – particularly juveniles. Victims also have privacy protections in the law.

6. What are the limitations of BWCs?

While BWCs can be a useful tool and can provide a unique perspective on police encounters, there are limitations:

1. Body-worn cameras cannot capture what happened outside of the camera’s view or potentially the causation for actions shown depending on the camera’s perspective and breadth of view. How the camera is mounted and the angle at which the camera is mounted all affects the perception of what is seen (officer vs. suspect perspective).
2. Some important danger cues can’t be recorded (tensing of muscles, pulling away, etc.)
3. The night vision component of a camera can see far better than the human eye.
4. An officer’s body may block the view of the camera.

7. Is your Body Worn Camera Policy publicly available?

8. Will every Officer in the Police Department have a BWC?

All members of the police department, with the exception of the Executive Command Staff, will be issued BWCs.

9. How many cameras will the Town and Country Police Department deploy when the program is complete?

23 BWCs will be actively deployed when the program is fully implemented.

10. When will the Camera be turned on?

Our BWC Policy contains a detailed list of situations for which a BWC should be activated. Essentially, an officer shall continuously record any incident in which an officer has reasonable suspicion or probable cause that a crime has occurred.

11. Why can’t a BWC record continuously during an entire shift?

Much of the work an officer completes throughout a shift can be considered administrative in nature (report writing, paperwork, etc). There are also times during an officer’s shift where there may be an expectation of privacy. Additionally, requiring the continuous recording of an entire 12-hour shift would put an unnecessary strain on system resources (e.g., storage space, video management).

12. Where will the BWC video be stored?

BWC video will be stored on a server located within the police department.

13. How long is the video kept?

All BWC recordings not scheduled for court proceedings, litigation holds, active investigations or other departmental uses shall be maintained for a minimum 30 days in accordance with the Missouri Police Clerks Records Retention Schedule (PDF).

14. Is an Officer required to tell me when I’m being recorded?

Officers are not obligated to announce if they have activated their BWC.

15. What if I don’t want to be recorded?

This depends on the situation. There may be times when an individual may not wish to be recorded, especially in locations where they may have an expectation of privacy (such as a residence). If the officer feels that stopping the recording will not in any way hamper the investigation, then the officer may choose to turn off the BWC; However, officers are not obligated to stop the recording of incidents involving an investigation, lawful search, arrest or other circumstances that clearly dictate that continued recording is necessary.

4. How can I see all the issues that will be on my ballot?

The City can provide information for those items or candidates that were placed on the ballot by the municipality. You can also visit the Secretary of State’s website HERE to view a sample ballot before each election. You simply need to search using your address in order to see your specific sample ballot. After viewing the sample ballot, you can contact the appropriate entity (school district, fire district, etc.) in order to obtain further information.

1. Where is the Municipal Center (City Hall)?

The Municipal Center for Town and Country is located directly facing Interstate 270 on the western side of the Interstate at:

Directions to the Municipal Center:

• Take Highway 40 to Ballas south to Clayton Road
• Turn right on Clayton Road, taking it over the Highway 270 overpass
• Turning right on Municipal Center Drive just past the overpass

The Municipal Center is the second building on the left on Municipal Center Drive.

Alternate Directions:

• Take the Mason Road Exit off of Highway 40
• Go south on Mason
• Take an immediate left on Municipal Center Drive

Town and Country Municipal Center is located approximately 2 miles from the Municipal Center / Mason Road intersection.

2. What are the hours of operation at City Hall?

The general hours of operation for the Administrative Offices of the city are 8 a.m. - 4:30 p.m. Monday - Friday.

Police Dispatch operates 24 hours a day at the Municipal Center, and the building is always accessible for emergencies.

1. How do I rent a picnic pavilion?

Pavilions are available to Town and Country residents and Town and Country businesses. To make a reservation, call 314-587-2814 or request a pavilion online.  

Payment may be made over the phone with a credit card or by cash / check through the mail or in person.  The Parks & Recreation office is located at Longview Farm Park, 13525 Clayton Road.

3. What is the room availability?

Longview Farm House reservations are accepted on a first come, first served basis. Please call 314-587-2814 for room availability.

4. What kind of event can I have at Longview Farm House?

Longview Farm House is ideal for anniversaries, birthday parties, holiday parties, business meetings and small weddings.  The new addition can accommodate 85 people for seated events and 100 people for cocktail receptions.  Please visit our reservation page or call 314-587-2814 for further details.

5. How big are the rooms?

Longview Farm House has three multi-use rooms that can be reserved separately or combined.  The Gathering Room (900 sq. ft.) can seat up to 60 people and the Meeting Room (380 sq. ft.) can seat up to 25 people.  Both the Gathering and Meeting Rooms are location in the addition and can open up to one large room (1280 sq. ft.) seating 85 people.  The Historic House offers a Dinning/Multi-use room (450 sq. ft.) that can seat up to 25 people.  The max capacity for the addition (Gathering and Meeting Rooms) and the Historic House is 100 people.

6. What is the reservation cost?

The resident rate is $75 per room per hour and the non-resident rate is $100 per room per hour.  The reservation cost does not include the fees for catering. 

7. What is provided with the reservation?

Longview Farm House provides the event space, table and chairs.  Longview Farm House has 6-foot round tables that seat eight people, as well as 6-foot and 8-foot rectangle tables to meet your event needs.  We have a projection screen (no projector), easel and podium that are available at no additional charge.

8. Do I have to be a resident of Town & Country to reserve Longview Farm House?

Longview Farm House is available for reservation by both residents of Town & Country and non-residents.  A resident is considered a person who lives, attends school, or works in Town & Country.  See our reservation page or call 314-587-2814 for more information. 

9. Do we have to use the Preferred Caterer or can we bring in our own food?

All food and beverages brought into Longview Farm House must be provided by a licensed caterer.  All alcohol must be provided and served by a caterer with their liquor license.  They must also obtain a temporary liquor permit through the City and state for your specific event.  We offer Preferred and Additionally Insured caterers on the reservation page.  You are not required to use one of our Preferred or Additionally Insured Caterers.  If you choose to use another caterer, a $50 fee per caterer will be applied.

10. How early can we access the rooms to set up?

The reservation time should include the setup and tear down time for both yourself and your caterer.  Any additional time needed in the rooms will result in an adjustment to the reservation cost.

11. How would you describe the rooms?

All rooms are very light and open with excellent views of the park.  The new addition is modern an neutral in tone with a carpeted floor.  The Historic House is also neutral in color with hardwood floors, an electric fireplace and windows looking out onto the front porch and garden.  Click here for photos of Longview Farm House.

12. Can we decorate at Longview Farm House?

You many decorate as long as decorations are not attached to walls, ceilings, windows, cabinetry, light fixtures or the sprinkler system.  No tape, command strips, nails, tacks, hooks or screws may be placed in any part of the building.  Only candles that are enclosed in a glass orb are allowed.  Taper candles are not allowed.

13. Does Longview Farm House provide linens?

We do not supply linens, utensils or decorations.  Check with your caterer to see if they have the option to add on any of these items.  You can also rent these items from a rental company such as Weinhardt Party Rentals or Premier Rentals.  

14. What is the payment schedule and cancellation policy on reservations?

There is a $100 non-refundable deposit due at time of reservation.  Additional services added and payments can be made up until 1 month prior to the event date.  Reservations that are cancelled and not rescheduled shall forfeit 50% of the reservation fee.  A reservation that is rescheduled with less than 30 days notice shall be assessed a $50 rescheduling fee.

16. What does a pavilion rental provide?

Longivew Farm Park, Drace Park and Preservation Park all offer pavilions that have electricity, BBQ pit, and close by are restrooms and playgrounds.  Town Square pavilion is on the water edge and has restrooms near by.  All pavilions have picnic tables and are ADA compliant.  See City Parks page for more information about our pavilions and the addresses.

17. How many seats are available at the pavilions?

Planning & Development

1. What should I do if I receive a Notice of Violation?

If possible, abate the violation within the allotted amount of time. If you need a time extension or would like to discuss the matter, please contact the person that sent you the letter.

2. What will happen if I fail to abate my Code Violation?

If the code violation is not abated within the specified period a court summons may be issued and/or a hearing may be conducted to allow the City to abate the violations, which may include a special tax assessment or lien on the property. This is not the preferred course of action for the City. If you cannot abate the violation within the allotted amount of time, please call the Code Enforcement Officer to discuss your options.

3. What is considered to be a Nuisance?

Section 215.030 of Town and Country's Municipal Code lists the various types of nuisances.

4. What is the height restriction on grass?

SECTION 215.120: HEIGHT RESTRICTION
The owner, lessee or occupant, or any agent, servant, representative or employee of such owner, lessee or occupant, having control of all or any part of any plot of ground or any residential lot in the City, shall not allow or maintain on such lot or on the street area adjoining the lot any growth of weeds or grass to a height of over eight (8) inches, exempting parks and open space where the maximum height of weeds, brush or natural vegetation will be twelve (12) inches.

6. Who should I contact if there are trees blocking the view of a street?

a. If the tree is on a private residence, contact Ryan Spencer at (314) 587-2827.
b. If the tree is in the Right of Way on a City maintained street, contact the Planning and Public Works Office at (314) 587-2820.
c. If the tree is in the Right of Way on a street maintained by St. Louis County, contact Phone (314) 615-8504.

7. Who do I contact if someone is dumping yardwaste, trash, etc, on my property?

In order to pursue with any legal action, we would have to witness the act thereof.

8. Is discharging/directing water onto my property a violation?

Water shall not be directed through a pipe, culvert, hose, spout or drain which discharges within ten (10) feet of an abutting property line. The following are exceptions to this prohibition:
1. Roof or foundation drains that discharge within two (2) feet of the building foundation; or
2. Discharge into an open natural creek or swale on the same property; or
3. Discharge that is parallel to the abutting property line and at least five (5) feet from said line.

9. What are the regulations as to pool drainage?

AG103.3 Drainage and discharge. (Addition) Swimming pool drains and overflow drains can be connected to a storm sewer or discharged to a natural watercourse. Such "clean" waters shall not be discharged to the sanitary sewer system. Any liquid waste generated from cleaning pools shall be prevented by appropriate means from being discharged to the storm sewer or a natural watercourse. Swimming pool filter backwash waters shall be discharged to a sanitary sewer system because of the pollutants contained in such water. Care must be taken to ensure that the rate of backwash does not exceed the hydraulic capacity of the sanitary sewer and thus create back-up problems for downstream users of the system.

2. What information is available to the public?

According to the Missouri Open Records Law, better known as the "Sunshine Law," certain information must be released by the department to the public, while other information is prohibited from being released.

An Incident Report, which is defined in the Sunshine Law as "a record of a law enforcement agency consisting of the date, time, specific location, name of the victim and immediate facts and circumstances surrounding the initial report of a crime or incident, including any logs of reported crimes, accidents and complaints maintained by that agency" may be obtained by any member of the public.

An Investigative Report, which is defined in the Sunshine Law as "a record, other than an arrest or incident report, prepared by personnel of a law enforcement agency, inquiring into a crime or suspected crime, either in response to an incident report or in response to evidence developed by law enforcement officers in the course of their duties" may only be obtained by an "interested party" or under other special circumstances.
